These guidelines should enable humanitarian organizations — including UN agencies, nongovernmental organisations (NGOs), community-based organisations (CBOs), and government authorities — to establish a minimum set of multisectoral interventions to prevent and respond to sexual violence during the early phases of an emergency. The guidelines describe key actions and the resources available to implement these actions. The guidelines emphasize the importance of involving local authorities and communities, in particular the leadership and participation of women and girls.
